The election of president of the Specialized Appelatte Court failed. The only candidate Rossen Russev will have to correct its concept. However, the other two heads of the Specialized Prosecution Office and the Specialized Appellate Prosecution Office were elected with no obstructions.
Lazar Gruev (the President of the Supreme Court of Cassation) seriously criticized Rossen Russev's concept mainly because of the lack of а clear vision what exactly the magistrate proposes for the specialized appellate court.
According to Hristo Ivanov from the Bulgarian Institute for Legal Initiatives there are two fundamental problems. The first is generally related to the development of these specialized structures in the judiciary's framework. The second is related to the Supreme Judicial Council's capacity to manage the judicial system. In Ivanov's words the Rossen Russev' presentation shows that to the constitution of these organs is proceeded without knowing why, ultimately, this is undertaken.
