Bulgarians believe less in the police and prefer not to address it when they become victime of a crime. This is indicated in the "Crime Trends in Bulgaria 2000 - 2010" report of the Center for Study of Democracy (CSD.
The reasons people don't seek help from the police are "neither economic, nor criminal, but more likely a product of the political situation and the trust in the government" - indicates the analysis.
According to the CSD the other reason for the distrust is that there is an increase in crimes with insignificant damages and citizens don't reckon the police officers will make an effort to investigate a theft of a TV set or five chickens. Тherefore, they prefer to find the perpetrator by themselves or to approach another instituion - for instance, the prosecution office or mayors in the towns and villages.
