The Committee expresses its serious concerns about the large number of cases of "torture and inhumane and degrading treatment, impunity of police officers as well as denied access to effective protection to crime victims". The reports defines the current legal system as "deprived of objectivity and violating human rights". According to the UN Bulgaria has to undertake the necessary measures to eliminate all forms of police violence and maltreatment during polive operations and to implement instruments for effective ivestigation of perpertrators and legal aid for the victims.

Furthermore, the Committee is quite concerned about the fact that a number of state bodies do not observe the principles for judicial independence. Another thing mentioned in the report is the widespread practice of wiretapping and the use of special investigative means.

The widespread descrimination against the Roma community is also of concern, especially in regard to the access to education, justice, employment, housing and enterprises.
