ABA CEELI in Bulgaria

The American Bar Association Central European and Eurasia Legal Initiative (currently renamed to Rule of Law Initiative) began providing assistance in Bulgaria in 1991 and has maintained an office in Sofia until the fall of 2006. It was the first out-post of the program outside US. The first CEELI liaison, William D. Meyer, served in Bulgaria from 1991 to 1992 establishing the office of the organization and outlining its priorities. During these 15 years CEELI provided assistance in a wide range of areas. Some of the most important of them include:

  • Judicial Reform
  • ADR
  • Bar development
  • Commercial law
  • Legislative process
  • Legal Education
     

The projects in these areas included extensive legal analysis, organization of diverse forms of trainings, assistance in establishing various institutions, both public and private, advocacy, etc.

ABA CEELI pulled-out of the country after a significant period of productive work in promotion of the Rule of Law in Bulgaria leaving a legacy of good-will, institutional expertise and democratic mode of work.
