Currently, jurors in Bulgaria are elected by the Municipal Councils and most often their candidacies are raised on the basis of a party’s quota principle following the balance of powers in the local governments. This is especially visible in the Sofia Municipal Council, which offers most jurors than other municipalities.
Minister Zlatanova said that she really wants the Bulgarian people to enter the courtroom. The Bulgarian juror has equal rights with the judge. She explained that the proposed by her new rules will guarantee that jurors have no political affiliation or bias toward particular judge, prosecutor or defendant. According to Zlatanova such register “would greatly increase the trust in the judiciary”.
