We are not changing anything dramatically in the judicial system

The Deputy PM and Minister of Justice Zinaida Zlatanova undertakes in advance to neutralize the effect of the expected EC’s highly critical report on justice and internal affairs as announcing that “the responsibility is common”.  Besides that, she informed that the new Penal Procedural Code will be enacted by the National Assembly by the end of the year and commented that “we are not changing anything dramatically in the judicial system; we are not changing the Constitution; there is no need to call a Supreme National Assembly.”

According to her EC’s report will outline the common responsibility of several governments, which have led the country in the last 18 months. 
 
She would like that we do not use the report again for mutual accusations and to shift responsibilities between institutions, governments and political parties to be referred.

The report will show out that everyone in the country have responsibilities in the field of justice and internal affairs. Bulgaria closed 32 negotiation chapters with EU in five years, but the monitoring under the mechanism continues for seven years. This shows that the way hitherto to politicize this issue and to use it for political and pre-election aims does not bring any results. Hopefully, the upcoming report will show at least that the responsibility is common, commented further Zlatanova. 

In regard to her meeting at the General Secretariat of EC she explained that she assured her interlocutors of that the new Penal Procedural Code will be enacted by the National Assembly by the end of the year.

She announced that the NGOs’ analysis for the implementation of the 2006 and 2010 judicial strategies is ready and on this base a broad discussion for further measures within the judiciary lies ahead.
According to her, the shared agreement between the non-governmental sector, the magistrates, in the parties’ elections programmes does not suppose in general constitutional amendments. The measures for reforms in judiciary system are directed toward improving the work, the quality of human recourses, accountability and confirming the independence.

The proposals will be broadly coordinated with the Supreme Judicial Council, with the magistrates’ community, with political parties, specified Zlatanova.
