Dnevnik.bg: The Supreme Administrative Court Requests Information about the Powers of Angel Marin

The Supreme Administrative Court (SAC) requests from the administration office of the President of the Republic of  Bulgaria to provide information on the existence of a decree, issued during the second mandate of  Mr. Purvanov, by which the vice-president Mr Angel Marin is empowered to decree the acquisition and deprivation of Bulgarian citizenship and to exercise the right to pardon.
In case there is no such decree issued during that period, the court insists on an explicit statement in that regard. 

The case   has been filed in SAC by Konstantin Ciganov, who has been considered to be the godfather of one of the biggest Russian mafia groups in the near past “Uralmash”.

The grounds stated by the then Chairman of  the National Agency for State Security Tsvetelin Yovchev were “serious threat for the national security”. In March, 2011 Ciganov’s citizenship was deprived due to false data, motivating his naturalization.
Today, however, lawyers  although unofficially, questioned the admissibility of such case at SAC. They indicated that the only court competent to review acts issued by the President is the Constitutional Court, because decrees, issued by the President can not be appealed before SAC according to the Administrative procedure code.
