BILI’s Director Mrs. Bilyana Gyaurova-Wegertseder is commenting on the new Rules of organization and procedure of the Parliament with regards to the elections of candidates for key positions. Mrs. Gyaurova-Wegertseder points out that the new Rules show unwillingness for transparent elections on key state positions.
The adopted Rules differ from the draft in that they provide that the National Assembly “may adopt” procedural rules concerning elections for members of particular bodies whereas the draft clearly stated that the National Assembly “shall adopt” such procedural rules. Such change alternates the whole meaning of an essential act of Bulgaria’s legislative authority.
