inews.bg: The legally invisible people are left in the dark

People without property acts or rent agreements are refused address registration due to changes in the Civil registration act in May 2011 which were aimed at preventing the so called "election tourism" allowing thousands of people to register easily before the elections, many of them at a single address.However, the problem is now  exacerbated  because  many Roma people accommodated in illegal buildings are left without personal IDs and thus, entirely deprived of their civil rights.   

A temporary solution to this problem was offered by BILI until the required legislative amendments are initiated.  In Serbia, for instance, such people apply for temporary registration at the local social services.
